Hello,
At busy airports like BOM or DEL, how do the ATC decide the landing and takeoff sequence? Are there any rules or regulations for doing this? My limited knowledge could tell me a couple of possibilities listed below:
1. Some important routes are given priority over other less important routes
2. Airline based priority (I think this is highly unlikely).
3. First come first serve, i.e. when ever there is a request for landing/takeoff, simply put that plane at the end of the queue.

Airlines File their Flight plan.
Allotment is on Sequence.Unless there is an Emergency.

i believe the take off sequence also depends upon the type of aircraft if they will fly on the same route. In such a case, they may alter the sequence, overriding the first cum first server rule. |

At BLR take off sequencing seems to be in the order of readiness, i.e. in the order in which a/c call "ready to push and start". There are some variations of course based on the taxiway being busy and so on. |

Type of Aircraft will determine spacing not Departure/Arrival sequence.
Alteration to Sequence is a delay to pushback,leading to the going back last in the que.
